Changing Eye Colour - Photoshop
1. Select the Magic Wand Tool and set the Tolerance to 60 (you may have to adjust the tolerance, according to the image detail).
2. Holding the Shift Key down, select the eye colouring of both eyes with the Magic Wand (you may need to do it one at a time if the selection doesn't look uniform).

3. Go to Select / Modify / Feather (Shift + F6) and choose the amount of feathering required.
In this case the working image is only small, so I have chosen a Feather Radius of 5 pixels.
4. Copy (Ctrl + C) and Paste (Ctrl + V) the selection to a new layer (paste will automatically create a new layer above the original layer) and call it "eyes".
5. Go to Image / Adjustments / Hue & Saturation and change the Master Channel accordingly to your colour preference... and you can bump up the saturation to the desired intensity.
6. Set the "eyes" layer Blending Option to Hard Light for intensity, or you can choose other blending modes and the opacity level to suit your own taste buds :-) ..
